C/CAG (City/County Association of Governments) is the Congestion Management Agency for the county of San Mateo and is where most of the bicycling decisions for the unincorporated parts of the county take place. Also this agency is the coordinating agency for the Regional Bike Network proposed by MTC (Metropolitan Transportation Commission). (Regional Bike Plan documents)
